Dear Sir or Madam,
My name is Giuseppe Buonconsiglio, and I respectfully submit this petition to request urgent humanitarian protection and intervention due to the grave and continuous violations of my fundamental human rights in Italy.
Over the past several years, I have been subjected to a systematic and escalating pattern of harassment, persecution, surveillance, and obstruction by public and institutional actors, following unresolved legal disputes and my attempts to seek justice and support for my family. These events have resulted in the violation of my right to privacy, liberty, freedom of movement, economic opportunity, and most importantly, personal security and health.
Despite numerous attempts to report these abuses and seek redress through legal and institutional channels, the situation has only worsened. My communications have been intercepted, job opportunities blocked, and my freedom of association deliberately restricted. I have also been denied access to adequate medical, social, and economic support.
The consequences of this sustained persecution have had a direct and serious impact on my health. I suffered a heart attack on April 8, 2024, requiring emergency medical care. Furthermore, certified medical reports substantiate the ongoing deterioration of my physical condition:
Cardiological Report (Czech Republic, 2023–2024):
As translated in the “Traduzione giurata del referto medico”, echocardiographic findings indicate:
Slight hypokinesia of the left ventricular wall.
A reduced ejection fraction (~50%) suggesting mild global systolic dysfunction.
Possible early signs of cardiovascular disease despite stable presentation.
Radiological Assessment (Italy, 25 May 2024) – Dr. Nicola Danese:
Angio-CT imaging from Luxembourg identified an initial ectasia of the aortic bulb and ascending aorta.
Recommendations for urgent cardiological reassessment, stress testing, and further diagnostic imaging to evaluate the risk of progressive cardiovascular complications.
Additional findings suggest possible hypothyroidism and renal function impairment.
These medical conditions are directly linked to the illegal attack (attempted murder), insecurity, and lack of protection I have experienced due to the State’s inaction or complicity with dark and mafious entities. Despite my attempts to seek asylum and relocation within and outside the European Union, I continue to be denied the basic protections aƯorded under international law.
I invoke the protections established under the Universal Declaration of Human Rights, the 1951 Geneva Convention, and relevant EU human rights instruments, including Articles 2, 5, 8, and 10 of the European Convention on Human Rights and Articles 1 and 2 of Protocols No. 1 and No. 4.
I respectfully request:
Immediate consideration of my petition for international humanitarian protection.
Acknowledgement of the attached medical reports as supporting evidence of the physical harm caused by the ongoing persecution.
Guidance on the steps required to initiate a formal application for international protection under UNHCR’s mandate.
